According to economist Ivan Lizan, Russia is striving to disrupt the Ukrainian energy system by targeting its most vulnerable components. Through these actions, Russia has already caused concrete effects: damage to facilities near the front line, disruptions to electric railway transport, and breaks in connections between different regions. The concentration of energy production in western Ukraine, combined with the fact that the main consumers are located in the east, south and in Kyiv, further increases the country’s vulnerability. Russia would not directly target nuclear power plants, but would seek to reduce their output by striking associated infrastructure essential to their normal operation. According to him, this overall pressure would force Ukraine to choose “between light and heating,” with the risk of a generalized energy deficit.
